Overview

Program Specialist II (Contracts), Grade 21 Montgomery County Government. This role supports the Division of Highway Services (DHS) within the Department of Transportation (DOT) by coordinating and monitoring contracts, processing solicitations, renewals, amendments, insurance, and other contract documents.

What You'll Be Doing
  • Proficiently provide administrative and operational support for the Contract Administrator, which may include procurement actions, monitoring specific elements of contracts, data analysis, encumbering funds, and payment processing.
  • Monitor program activity by establishing and maintaining data sets, generating reports, verifying data, identifying inaccuracies, and ensuring objectives are met with effective use of resources.
  • Accurately track encumbrances and expenditures for multiple programs while monitoring balances to ensure adequate funding.
  • Identify issues that require action and coordinate with internal and external stakeholders, using procurement regulations, policies, and program practices to resolve problems or deviations.
  • Maintain existing contracts, including developing contract amendments, managing all contract documentation, and serving as a liaison between DHS and partners to process procurement actions when necessary.
  • Conduct regular evaluations of contractor performance and resolve issues to maintain program integrity.
  • Ensure adherence to applicable laws, regulations, and policies governing program operations and service delivery.
  • Train and mentor staff on program-related practices, technologies, and regulations.
  • Utilize automated office technologies and data management tools to enhance program efficiency.
  • Be comfortable working as an "Essential Employee" with requirements to report during emergencies, potential overtime, and ability to work nights, holidays, and weekends as needed.
Minimum Qualifications

Experience: Two (2) years of professional experience in contract administration, contract management, fiscal analysis, and/or data analysis.

Education: Graduation from an accredited college or university with a Bachelor's Degree.

Equivalency: An equivalent combination of education and experience may be substituted.

License: Possession and maintenance of a valid Class "C" (or equivalent) drivers license from the applicant's state of residence when required for job-related duties.

  • Experience utilizing technology to gather and analyze data sets for program monitoring.
  • Experience managing tasks for multiple programs concurrently.
  • Applying modern principles and practices of contract administration.
  • Familiarity with transportation policy and programs.
