Job Description:

Fulfills the mission of Norwich University by delivering safety and security services which include the development, implementation, and administration of programs that assist the campus community in maintaining or improving the personal safety of the students, faculty, staff, and guests of the University and assuring the security of buildings, grounds, and other property of the University.

Essential Functions

  1. Manages the daily operations of the Public Safety department including supervising staff.
  2. Promotes positive community service and relations with the entire campus community.
  3. Coordinates and works closely with the Northfield Police Department in variety of investigations and confidential and proper exchange of information.
  4. Acts as duty expert on campus crime reporting as required by the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act of 1998 and the Violence against Women Act (VAWA).
  5. Files Clery required comments with the Department of Education.
  6. Administrates as a coordinator of Incident Command Team
  7. Maintains, organizes, and classifies campus crime statistics throughout the calendar year and provide statistical data to the Department of Education as required by law.
  8. Collaborates on Annual Security and Fire Safety Report.
  9. Administrates and serves as duty expert for the RAVE web-based emergency notification system and the I-Force `1600 emergency loudspeaker, to include testing, operation, drills, and preventative maintenance.
  10. Administrates the University Safety Committee.
  11. Ensures that all Public Safety officers are proficient with publishing RAVE emergency notifications.
  12. Respond to emergency calls and investigates incidents or conduct follow up as necessary.
  13. Ensures enforcement of safety regulations, state law, and the university's rules and policies.
  14. Oversees the temporary storage and removal of Universal and bio-waste.
  15. Coordinates waste disposal with campus waste generators and waste removal companies.
  16. Maintains and stores appropriate records generated from hazardous waste disposal.
  17. Constructs and updates the Pass Down/Security Schedule to include information of events and use of campus spaces and parking lots.
  18. Oversees parking management, ticketing, and the parking tickets appeal process.
  19. Manages vehicle registration programs for faculty, staff, and students, to include databases and billing of tickets.
  20. Assists with records management by conducting a daily review of the daily logs and incident reports.
  21. Assists with event planning/coordination, staffing and implementation of event operations such as Commencement, Homecoming, Family Weekend, and Conference Services.
  22. Assists with development and managing of the department budgets.

  1. Assesses the performance of direct reports and provides frequent feedback to optimize their performance.
  2. Maintains confidentiality of sensitive or private information.
  3. Communicates with employees, students, and others in a respectful and clear manner.
  4. Serves on University committees, councils, workgroups, or other designated bodies as assigned.
  5. Achieves, maintains proficiency in, and utilizes computers, telephones, and other job-related equipment, including related systems and software.
  6. Speaks, reads, and writes in English.
  7. Communicates by telephone, email, letter, in person, or other means or device.
  8. Performs other tasks as assigned by supervisor.

Requirements:

  • Bachelor's degree required. Equivalent years of work experience may substitute for education.
  • 4 years of administrative and/or supervisory experience required.
  • Previous educational institution security background, military, or law enforcement experience preferred.
  • Have or can acquire hazardous waste operations and removal certifications (RCRA and DOT) and Hazwoper
  • Knowledge of Federal and Vermont criminal laws, criminal investigations, techniques, and Vermont liquor laws.
  • Proficiency in MS Office (Word, Excel, SharePoint, Teams, and Outlook)
  • Able to sit, squat, reach, push, pull, and manipulate related equipment; lift 15 pounds; travel outdoors to various parts of the campus.
  • Work some evening or weekend hours.
