Salary Range: $104,178.00/yr - $151,059.00/yr Job Overview As an Airport Operations Duty Manager , you will perform critical airport management functions to ensure the safe, efficient, and secure operation of the entire airport complex at either Ronald Reagan Washington National Airport (DCA) or Washington Dulles International Airport (IAD). General Responsibilities Maintain constant awareness of conditions, activities, and changing requirements affecting Airport security. Ensure adherence to the Airport’s operations safety standards. Inspect the operational condition of the Airport complex during each tour of duty and ensure compliance with all related guidelines and requirements, including landside roads, terminal facilities, airfield runways, taxiways, safety areas, imaginary surfaces, NAVAIDs critical areas, and lighting systems. Document issues, discrepancies, and non‑complying conditions concerning 14 FAR Part 139 and 49 FAR Part 1540 and 1542, and tenant activities to appropriate parties and reports for follow‑up actions. Close airfield areas during emergencies; authorize issuance of Notices to Airmen (NOTAMs). Initiate and direct the appropriate Contingency Plan(s) and make decisions on behalf of the Airport Manager during emergencies and other events. Serve as a liaison between TSA, airlines, tenants, and other stakeholders regarding Airport security. Direct and commit resources to ensure containment of potential threats or incidents. Ensure compliance with “Wildlife Hazard Management” regulations. Direct or initiate action to prevent unsafe operating conditions during inclement weather. Manage the Airport Operations 24‑hour Command Center. Monitor general facility and utility systems. Coordinate with the Public Affairs Department for media requests. Coordinate with U.S. Secret Service, State Department, FBI, TSA and other agencies for high‑risk individuals. Consult with air carrier, tenant, concessionaire and Authority personnel to resolve Operational situations. Review the Airport’s Security Plan and other operational documents. Ensure Airport Daily Activities Report (DAR) is compiled and submitted daily. Assume other collateral duties as assigned. Plan and coordinate Snow Team movements during winter operations. May serve in Incident Command System and Emergency Operations Center during emergencies. May serve as Airport Security Coordinator or substitute for the Supervisory Airport Operations Duty Manager. Perform other duties as assigned. Qualifications Six years of progressively responsible experience in airport or airline operations as a full performance level Operations Officer, or comparable; or six years of military air operations experience; or a combination that totals six years and includes a bachelor’s degree. Experience leading or helping to lead at least one of: FAA airport certification; airport, airline or military security program; disaster/emergency exercises; monitoring and coordination of airport construction and maintenance operations. Knowledge of relevant Federal regulatory requirements governing airports. Knowledge of aircraft operations, including navigation and unusual aircraft characteristics, and ability to evaluate aircraft and air traffic. Ability to develop new airport operational policies or procedures. Knowledge of airport management functions. Analytical and prioritization skills. Strong data analysis and recommendation capabilities. Effective written and verbal communication, especially in emergencies. Computer and software proficiency, particularly with security access control and weather monitoring systems. Preferred Qualifications None. Education Bachelor’s Degree in any field. Certification and Licensing Requirements None specified. Special Factors Work reviewed in progress and upon completion for quantity, quality, timeliness, teamwork, customer service. Operate vehicle airside and landside (requires AOA permit). Subject to hold‑over and recall on a 24‑hour basis for essential services and emergencies such as snow removal. May require night/weekend work. May walk extended distances, including stairs. May face bomb and terrorism threats, irate passengers, large crowds, trespassers, and hazardous materials exposure.
